Question:

How can I determine which provider is behind a certain cell phone number?

Answer:

You could just call that number and ask the owner. Or you could listen to the voice mail announcement and compare it to those that you know.

Or you could use this web site http://www.reversephonedirectory.com/ and try a reverse search.
That site will tell you that they did not find a (people) listing for your phone number but they will tell you something like the text below (better than nothing)

UPDATE:
I found today this site: http://fonefinder.net/
I ran it on my own cell phone number and I really liked their (accurate) output.

The phone number "(xxx) xxx-xxxx" is a Salinas, CA
based phone number and the registered carrier is Cellco Partnership
Dba Verizon Wireless - Ca.
However, due to number portability, some numbers have been transferred to
a new service provider other than the registered carrier.

My company, Vocalogic, offers an API for looking up the carrier for wireless phone numbers. It also returns the email addresses to send SMS and MMS messages to the phone.

The link is: http://www.vocalogi..ms_mms.php

This website did correctly pull up one of the 3 numbers I entered. Mine and my husband's pulled up incorrectly because we ported our numbers from one carrier to a different carrier. The website pulled up our old carrier. (the change in carrier happened several years ago)
