I suggested you ask all your boyfriends. Many times, boyfriends will do lot more than friends.
If you want me to ask my doctor-friend, send me all these:
1) Hospital's name, full address, phone number, fax number, web-page address
2) The Doctor's name, full address, phone number and e-mail address
3) A copy of the doctor's diagnostic report
4) A copy of hospital's billing statement
5) A picture of you with your mother in or just outside the hospital
6) Your full name, address and phone number
7) Your mum's full name, address and phone number
They can all be in Cyrillic, it doesn't matter if you can't give them in English
The billing statement can be in Roubles, since hospitals in Perm accept Roubles, and you don't even need to worry about or $.
My friend will talk to the doctor about the diagnostics, and unlike me he understands all the medical details. After he understands the full details, he will then contact one of his students, who are now surgeons in Russia, and possibly have him visit you, your mother, and the hospital in Perm. After that he can pay the hospital in Roubles directly.
This is the easiest way of doing things for many reasons:
1) I can pay my friend any time in any currency. He is an extremely close friend of mine from my college days.
2) He can pay his Russian student surgeon in any currency. Although they may not want to accept from him, my friend will insist on paying them
3) The hospital and doctor bills can be paid directly to them and in Roubles, saving all the time and effort for them, and you in dealing with foreign currencies.
And most of all, here is the biggest advantage for you!!!
You do not have to become my girlfriend, but keep all your present Russian boyfriends, and perhaps get even more of them!
So think about it!
I have got money request from scammer tonight in chatting. Unbelievably stupid scamming idea - to establish in London non-goverment underground organization for charity. Will post tomorrow. I just didnt get exact name and address where to wire money. Only London, UK. But not sure, still think its Africa at least because of strange accent. The bad thing is they have my cell phone number. It was kind of deal.

I don't understand if an Aussie has been scammed, why the f*** does he have to lodge a complaint with a UK office. I thought we are the only ones, when the time comes for an auto insurance claim, it is always an 800 number some 2000 miles away from the scene.

delphi is a scammer reporting site. Bide your time, do your homework, you will then be in a position to decide who is scammer, and who is reporting.

A newbie had seen a signed as well as unsigned post of an oldbie, recognized by style of writing, that it must be the same author. The newbie used a translator on some Cyrillic text, wanted to determine if the oldbie post was scammer-friendly. Strength in English alone doesn't mean anything, but in delphi, it is useful way to determine, since scammers don't like to engage in English conversation. The newbie challenges, but not accuses the oldbie. The oldbie, well within his own rights now suspects the newbie to a scammer. A few heated exchanges ensue, but the language remains civil. The newbie realizes causing a storm in a teapot. The oldbie feels it was in a McD cup. The newbie sends no regrets to the oldbie ... only regards! To this day, since the newbie never insulted the oldbie, no apologies need be offered nor expected.

About your cellphone-problem. It's not a problem. At least not for you personally. Don't worry. Several scammers have one of my phonenumbers (and my real homeaddress). Nothing happens. Most of the time they are glad to get rid of me and my time costing games.
One overall warning about giving your phonenumber: they (whoever they are or whereever they come from) can use the number for other purposes. Just one example (quote):
